The State Department's reporting documents discrimination, arbitrary police action, and unfair laws directed against LGBT citizens in well over 100 countries. These are all part of a staggering pattern of human rights abuse against LGBT individuals abroad. As a long-time leading voice in calling for other countries to respect human rights, America needs to make clear that the fair, equal treatment of LGBT individuals is a matter of conscience for our country, and that patterns of LGBT abuse and discrimination in other countries will negatively impact our bilateral ties with those countries. Administration and Congressional officials should carry that message in their meetings with foreign officials, both in Washington and abroad. Our Ambassadors should inquire officially whenever abuses occur, and should be outspoken about America's fundamental values in denouncing those abuses.
