Equal Rights Coalition LGBTQI Report Cards

The Equal Rights Coalition is an intergovernmental organization of 42 Member States that partner with civil society to advance the rights of LGBTQI persons globally. Because these 42 countries stand proudly for LGBTQI leadership on the global stage, the Council for Global Equality, in collaboration with F&M Global Barometers, decided to score them individually based on their own domestic legal frameworks and the protections afforded to their own LGBTQI residents.

These scorecards show that leadership begins at home, and that domestic progress advances global progress. Each report card provides a concise measurement of the attainment of core human rights protections for LGBTQI individuals in each of the 42 countries. Countries are graded on three dimensions: Basic Rights, Protection from Violence, and Socio-economic rights. Only one state – Malta – has achieved all benchmarks. Other countries have significant protection gaps at the domestic level.

The report cards are based on 2020 baseline data and will be updated at the end of 2022 to reflect advances over the past two years. A number of countries have already made important advances that will be reflected in the next round of report cards. While we encourage all ERC Member States to address their domestic protection gaps as a priority, we also value and encourage their ongoing leadership and commitment to equality globally.
