Current human rights reports offer disturbing pictures of violence being committed against LGBT and intersex people everywhere. The Council works with U.S. government and private sector actors to address bias-motivated violence targeting the LGBTI community. We particularly call attention to the need for law enforcement officials, judges, legislatures, governments, and civil society to work together to respond comprehensively and decisively to such violence. The Council demands a broad, rule-of-law response when hate crimes are carried out against LGBTI communities. We support State Department programs to strengthen interagency engagement on bias-motivated hate violence. We ensure that human rights reporting, along with police training and legal advice programs operated by the Justice and State Departments, address LGBTI-directed hate crimes, legal reform needs, and relations between governments and minority populations. We simultaneously engage other governments on legal reform and community policing to protect LGBTI individuals.
